Can someone explain to me what voting democracy/anarchy does?

Someone needs to archive/update the OP.

What's going to happen when the game is done? Pokemon Gold? Harvest Moon?

Anarchy is just like old system, getting democracy, creates a system where it adds up all the votes and the largest one is implemented.

Also we will be dead by the end of this game.

Yeah, but why is it an ever-scaling system? Are we trying to get it to the complete end to instate it? I mean, it's favouring democracy right now, so does that mean that the inputs are being made democratically for the time being?

It is a count, the more democracy votes the needle moves to the right, once it passes it then Anarchy gets a similar boundary on the left, and then people vote to go left, when it is in the middle, the system is the one which was passed last.
