Onix is locked into Rage with miniscule accuracy but has Guard Spec which means Leer and Sand Attack fail and Fury Attack does nothing.

Giovanni is spent from standing guard in his headquarters room for two days straight, and Red is spent from being lost in a hellish labyrinth for the same amount of time. It's no wonder their pokemon are too fatigued to land any attacks
