Cutting the bush at Surge's gym is where this ends. At least Charmeleon can learn CUT but then you need to enter the menu and navigate to it, almost seems impossible to me

Eh, it's not like a randomized machine is doing it. It's just going to the Pokemon menu and pressing A. It may take 20 minutes but still.

If they can heal at the pokemon center they can use cut. It's basically the same thing.

There is zero possible way they navigate the Safari Zone though. Even Rock Tunnel is going to be awful with nothing that learns flash.

Not in Gen 1. In gen 1 looking at a bush only brings up a text box that says you can use cut. While still facing the bush you need to open the menu, select pokemon, select the correct poke then select cut. They fixed this in GSC onwards.

Oh my gosh you are right. It's been so long since I played Gen 1 I forgot about that.
